I don't think the Gorosei is already there. I believe there is someone who has betrayed the Stella body. Also Vegapunk is a very smart man. He would never give someone authority over himself for weapons that powerful when he knows at any moment, they could come for him and kill him. So one of the Stella must have hidden the real Vegapunk and is now controlling the Seraphim. Which I believe was mentioned in this chapter by one of the Stella.

I think people are exaggerating Luffys strength. To me the fight with Lucci showed that if the fight had continued Rob Lucci"s chances would gradually increase over time as Lucci healed rapidly while Luffy got more tired. It seemed an obvious factor that Oda set up to me but never heard any OPYoutuber mention.
