iPhone Background App Refresh Greyed Out Can’t Turn Off How To Fix

Do you have any idea on how I can fix my iPhone 7 my FaceTime calls always fail when I try to answer a call and it also fails when I call someone and they pick up… and my Siri won’t work I tried almost everything i have reset my phone about ten times in the last three days and also when I try to record the sound button is grayed out and my Siri isn’t working when I hold down the button it goes back off none of my calls on any app has audio…ik it’s a lot but if anyone see’s this and have any tips on how I can fix it pls let me know bc this is really stressful I need to communicate with my family..so pls help me
