How do you leave the river raids to turn in the foreign supplies I have now. They’re not letting open any more chests because they said my boat can’t hold anymore supplies ☹️

The armor isn’t in one location for everybody. They appear randomly at 2 different military sites for everybody.
Only supplies for me and I have gone back and fourth. Terrible.
