Evolution: level up with safety helmet to get a Steel typing. Increase defenses by 20 and knock the speed further. Introduce steel moves to accommodate for the cannon design.

Regenerate is nice, but Analytic could be a power buff. Quick draw would make it a gimmick, it would keep with the gun motif. Maybe a version where you get priority with ball and bomb moves, but it can't happen twice in a row. This would combo with octazooka, bullet seed, sludge bomb, and a few other moves. This is countered by Bulletproof.

Despite Octillery being basically a mixed water version of Rampardos, I sincerely hope he does get some major defensive boosts and Regen. I really like its design despite how simple it may seem and I always like the idea of an octopus with an artillery and weapons. Octazooka needs a major buff like you stated and I would really love for it to get more utility moves and possibly support moves. Maybe give it Spikes or Toxic Spikes to add to its artillery. You could even slap on Rocks. This would give the man more of an outstanding presence as it's a pure water with Regen and hazards. Not to mention if you give it Flip Turn. We could potentially have a very tanky yet very supportive Regen mon on bulkier or more defensive teams. My hopes of this happening are very slim judging by the attention certain Pokémon get, but it would really make an otherwise passed over mon very exciting and potentially be put in a reasonable tier like RU, maybe even higher.

Addendum: Octillery has a small niche in DPP ZU as a Water-type wall breaker, but it’s largely outclassed by plenty of other strong Water types like Kingler, Walrein, and the recently banned Lapras.
Octillery has a more solid niche in BW ZU, where special and physical sets can wreak havoc on bulky and slow teams relying on Eviolite cores. The change to BW and introducing a new tier saved Octillery from being truly Untiered.
Octillery has a small niche in ORAS ZU as a Trick Room attacker. It’s fallen out of the metagame because of the presence of much stronger and faster Water types like Simipour, Politoed, Frogadier, and Shell Smash Huntail. Water Spout finally sees good use on TR teams.
Octillery has no niche in SM ZU. Trick Room has better choices of breakers like Marowak. Silvally-Water and better other water types, and the general power creep keep Octillery out of the metagame.
Octillery has no niche in current SS ZU. Although there are fewer total Pokémon than the previous generation, the smaller size of tiers has increased the level of power creep. It’s a poor choice of Water type compared to Qwilfish, Poliwrath, and Cramorant, which are more consistent choices for the bulky Balance metagame.
Octillery had an okay niche in pre-DLC2 ZU, where it was a slow wall breaker and Trick Room attacker. However, it was threatened by popular Pokémon like Pikachu and Grookey, which interfered with both its wall breaking and Trick Room sets. Octillery completely fell out of the metagame when the Crown Tundra transformed the tier.
For a small happy ending: Octillery does arguably have a niche in SS Subzero Used! It can reprise its Trick Room breaker set, and its resistances or neutrality to common priority like Kabutops and Carracosta’s Aqua Jets or Abomasnow’s Ice Shard make it a great partner to Marowak. Musharna, Gourgeists, and Carbink make great partners on this style of offense.

Seeing as Octillery's attack stat is more or less entirely unused i'd personally lower it's base attack by 30 and then give 15 base stats to each of it's defenses, maybe raise it's base hp to 80 just as a little top off. This would make it's new stat distribution 80 HP, 75 ATK, 90 DEF, 105 SP. ATK, 90 SP. DEF, 45 SPE. I think this gives it a chance at actually tanking hits which it needs with it's low speed.

Moving on to Octazooka i think it having a chance to lower accuracy is probably the reason why it hasn't been buffed, as anything that alters accuracy or evasion easily becomes very strong. That said however, you could probably boost Octazooka's Base Power to somewhere between 80 and 100 (maybe 105 to match it's SP. ATK stat just for fun) without it being too much of a problem and if you wanna take it one step further, you could also make it a spread move for doubles, as Bazookas (or well more specifically their rockets) are well known for their explosive radius making it a thematic fit. Now Muddy Water has been used on occasion in VGC on mons like Milotic exactly for it's accuracy dropping powers, so a potentially even stronger version of that move is perhaps a bit scary, but with it being limited to Octillery a pokemon that is much weaker than Milotic, i don't think it'll necessarily become an actual issue.

For additional extra thematic flavoring, you could also make it so that using Lock On before Octazooka not only guarantees it hits, but also guarantees it crits. With Lock On essentially turning the Octazooka into a "heat seeking" missile. I think that's a fun little idea and not one that should be very likely to be all that useful and therefore a potential balancing problem.

I think the male can get adaptability but the female gets mega launcher/filter and buff octazooka to 85 and put the accuracy to 100.

They should give octillery no guard. Consistent hydro pumps, guaranteed zap cannons, focus hits instead of focus miss, and other great moves. It would also really benefit from mega launcher. Neither of these abilities would make it that great but make sense and could be a massive buff. If it got a bit more hp, 85 or more, like other gen 7 mons, assault vest + no guard could actually be pretty decent
