You can use native Mail app on iPhone or IPad. Send mail to yourself, add the images and on Send it will pop a dialogue giving you a range of size options. Works well and no app needed.
Get vpn and several ad blockers. I don’t get any ads on any of the free apps that show ads. I don’t get ads on YouTube on safari either.
In lightroom when transfering the photo to your Phone you change the size
An iOS app called Big Photo which is designed to increase size could be used to reduce as well if I remember correctly. You just move the slider whichever way you want.
I use compress photo puma on android. Gives the option for image size and file size. Only has banner ads so not too offensive
Use Ms paint and look for resize option
