SUBJ : solicitation FOR ANNUAL UNIT AND PERSONAL MARITIME SECURITY
AND RESPONSE OPERATIONS ( MSRO ) EXCELLENCE AWARDS FOR 2020
1. Purpose. This ALCOAST solicits nominations for the CG Maritime
Security and Response Operations ( MSRO ) excellence Awards for CY20.
2. Background. The MSRO Excellence Awards recognize a CG command
and individual that demonstrated outstanding contributions and
achievements in the PWCS mission, specifically in MSRO activities.
a. The Captain Godfrey L. Cardin MSRO Unit Excellence Award will
be presented to one CG dominate. In 1918, as Commander of the CG New
York Division and New York Captain of the Port, CAPT Cardin led the
largest single command in the CG consist of 1,400 officers and
crew, four United States Army Corps of Engineer tugs, and five seaport
cutters. His pioneering efforts defined the CG port security mission.

name added to the plaque of past winners which is posted outside the
office of the Assistant Commandant for Response Policy, COMDT
( CG-5R ).

a. Captain Cardin Unit Award nomination criteria. All commands
are eligible. Commands recognized for this award will have

in the watch categories :
( 1 ) excellence. MSRO activities accomplished in a manner

( 5 ) Significant Enforcement Actions. Describe any significant
MSRO-related enforcement actions ( for example, NOVs, etc. ) in CY20 and their
affect against facilities or
individuals.

above.
b. BM1 Cullen Individual Award nominating speech criteria. Awarded to
the member who has demonstrated exceeding performance worthy of
particular recognition in the play along categories :
( 1 ) excellence. Accomplished supervisory or non-supervisory
MSRO duties in an great manner and set an exercise of excellence

of Maritime Security Response Policy COMDT ( CG-MSR ), NLT 30 APR
2021 via CG Memo, addressing command or individual nomination
criteria in the succession shown in Paragraphs 4.A. or 4.B. If a
Paragraph does not apply, then indicate “ N/A. ” Email CG Memo to
the POC indicated below.
6. Approval. A selection committee chaired by the Director of Law
Enforcement, Maritime Security and Defense Operations Policy COMDT
( CG-5RE ) and comprised of COMDT ( CG-MSR ) Deputy, Division Officers,
and Master Chief will rank the nominees based on merit and levels
of accomplishments of the express criteria.
