The FBI's VICAP System has been around for 40 years. It was specifically designed to track serious crimes, particularly across jurisdictions. To hear that local Police haven't been using it is a major scandal IMO. That a Law had to be passed to force Police to use VICAP would be Utterly Laughable were it not so Terribly Tragic. What good is an amazing system like VICAP if the Police don't use it ? That such Police neglect has been happening in a Law & Order State like Texas blows my mind. It really does. Entering data into VICAP probably got in the way of Police eating more doughnuts so they just gave up on it altogether.
