I don't necessarily think that every one of the 40 or so civilizations need to be viable competitively on every map, but it would be nice to see something to guard against power creep. I think it's a bit of a danger sign that, what, half of the top tier 1v1 land civs are from the two most recent expansions? Hindu, Gurj, Burgundians? That's half of the most recent civs being top tier which is a bit concerning.
