I don't know but One Piece does seem very liberal. It's a story about turning the oppressive regime upside down and give freedom to all kinds of people from all kinds of races. In the case of Boa I think someone wouldn't be able to use haki as stone because the stone blocks their conscience, to the point people doesn't remember being a stone. You're either immune or you're done.
In the case of Brook, his devil fruit is about allowing his soul to return, so an intense haki would make his soul go out of his body but then he could return at any time.

I don't think that you can revert something with haki, but stop the application of something. If you're teleported away, you can't teleport back, but while being teleported you can stop the process. For boa, once you're stone you're screwed, but you can counter being turned to stone
