Well, the lines on the floor clearly show he had the right to move over and pass slower vehicles. If there was a crash, the trucker would be !t fault.

Need more context. I assume the line of cars where waiting to turn across the road with the empty lane turning into the flow of traffic which is much faster
In europe, you are responsible to check that you are not beeing overtaken before overtaking yourself, making the truck driver liable
