What you need to understand about bail, being imprisoned waiting for trial, and not having to pay bail if the judge says you can go revolving door is this: Stop being emotionally taken by the narrative that "Oh, this poor guy who's in jail waiting for trial can't pay his bail so he's stuck there!". If you get arrested for a crime and have to wait for your trial, that is the repercussion for your crime. It doesn't matter if you're too "Poor" to pay bail. You shouldn't have done the crime in the first place.
Just because you haven't faced the judge yet doesn't mean you should be able to go free and run before trial, especially if your case is something like murder, kidnapping, sexual assault, etc.. The part about 1 in 3 people in jail "have not been convicted" is a play on words. YES, they have not been convicted of their crimes YET. That is why they are awaiting trial. That doesn't change the fact that they were arrested for the high probability that they committed a crime. ALSO, never forget that in the case that you are WRONGLY imprisoned for a crime you didn't commit, you are entitled to the government paying you reparations for that mistake.
Also, do not get played by Section 110-6.1. That list is indeed inclusive of many horrible crimes, but the catch is in the wording. In law-enforcement and judiciary systems WORDING is a widely used WEAPON to create loopholes. That article itself states it: Pretrial release "MAY ONLY BE DENIED" when…… This is wordplay. It specifically doesn't state "MUST" or "SHOULD". Why? Because this law is meant to be used by the people who wish to make law enforcement more difficult IN TANDEM with a corrupt judiciary system i.e. a George Soros-paid judge who constantly lets criminals go out of jail. This means that if the judge in that state is under the pocket of Democrats or Leftists, they "WON'T" deny the criminal's cashless bail release if that criminal is "one of theirs".

Practically speaking it is almost impossible for a judge to deny you bail so by default all bail will be set to $0 and all criminals will be released shortly after booking and processing. The statement you read is just someone trying to justify releasing violent criminals without bail.
