This is why McLaren have fallen completely from grace for the last decade. They're not looking at being champions, they're not going into every season with the thought of winning races and being up front. They're going into a season being okay at potentially being 4th at best. That's not a budget problem, that's a McLaren problem and any team that has this sort of mentality is fucking doomed.
