1) buy when you need the car. Cars get price hikes through the year but small discounts in the end. So don't wait for year end.
2) yes. Bargaining is always good. Also, bargain for insurance also. Get insurance quote from Internet and ask dealers to match.
3) if you don't know much about cars, buy used cars from friends and family only. Too much scammers in the dealer market.
